Wildfire risk adaptation: propensity of forestland owners to purchase wildfire insurance in the southern United States

چکیده
The economic and ecological damages caused by wildfires are alarming. Because such damages are expected to increase with changes in wildfire regimes, this calls for more effective wildfire mitigation and adaptation strategies. Wildfire adaptation options for forestland owners include purchasing wildfire insurance, which provides compensation to those insured if a wildfire damages their properties. We attempt to (i) identify factors that influence the decision of family forestland owners in the southern United States to purchase wildfire insurance for their forestlands via logistic regression using landowner survey data and (ii) examine the propensity of these landowners to purchase wildfire insurance under climate change. We find that landowners aremuchmore likely to purchase wildfire insurance if they are female or well educated or if their land is not classed as heirs' property, has been hit by a hurricane, or has not been burned by wildfire previously. Because climate change is likely to alter futurewildfire and hurricane activity in the region, more forestland owners are predicted to purchasewildfire insurance, although themagnitude of such an increase appearsmoderate under currentmarket institutions. These results would be helpful for developing newwildfire insurance programs and increasing the participation of forestland owners in the wildfire insurancemarket.

Landowner response to wildfire risk: Adaptation, mitigation or doing nothing.
Wildfire has brought about ecological, economic, and social consequences that engender human responses in many parts of the world. How to respond to wildfire risk is a common challenge across the globe particularly in areas where lands are controlled by many small private owners because effective wildfire prevention and protection require coordinated efforts of neighboring stakeholders. We expl...
متن کاملRace and Wildfire Risk Perceptions Among Rural Forestland Owners in North-Central Florida
The southern United States is susceptible to wildfire, from its climate, growing seasons, lightning frequency, and decades of fire suppression. With much known about wildfire’s biophysical risks, less is understood about sociodemographic obstacles, including race, income, and education. Blacks in the rural southeastern United States are typically among the most marginalized Americans and least ...
متن کاملForests and rangelands? wildfire risk zoning using GIS and AHP techniques
Wildfire in forests and rangelands, apart from its initiating causes, is considered as an ecological disaster. Zoning natural areas according to their susceptibility to fire helps to put off operations and reduces catastrophic losses caused through a wise management plan. In this study, the zoning map of wildfire risk in forest and rangeland areas has been produced using GIS, Analytical Hierarc...
متن کاملEstimating the Efficacy of Fighting Fire: Propensity Score and Instrumental Variable Methods
In this paper we estimate the treatment effects wildfire suppression (fire crew response time) and fuel management (prescribed fire) have on wildfire size and intensity. Since wildfire management (suppression and fuel management) is likely endogenous to wildfire behavior, we develop instrumental variables (IV) and propensity score matching (PSM) methods to provide consistent estimations of the ...
متن کاملRisk and Cooperation: Managing Hazardous Fuel in Mixed Ownership Landscapes
Managing natural processes at the landscape scale to promote forest health is important, especially in the case of wildfire, where the ability of a landowner to protect his or her individual parcel is constrained by conditions on neighboring ownerships. However, management at a landscape scale is also challenging because it requires cooperation on plans and actions that cross ownership boundari...
